| 摘要 | 行政院經濟建設委員會提出結合土地開發、區域發展的跨域加值規劃模式（又稱「全蛋計畫」），而遺址保存區與地方共同發展的「一心三圈全蛋計畫規劃模式」則提出了遺址保存與永續營運的新策略。本文嘗試以十三行博物館為核心的「水岸．社區．博物館」社區總體營造「弓與箭」圖形的空間結構，對照「一心三圈全蛋計畫規劃模式」，以整體規劃之圈域概念回顧規劃理念與發展現況，檢視核心、範圍圈、關聯圈、產業生活圈，並從過去、現在、未來的時間向度分別檢視各點、線、面、軸線間的規劃理念、發展歷程與現況，並就博物館與周邊環境的再建構與營運策略，以及永續財務計畫提出3項新發現與5項建議。期待再次建構以十三行博物館為核心的八里左岸永續文化新城鄉。
The Council for Economic Planning and Development proposed a cross-field integration planning model that combines land development and regional development (also known as the “Entire Egg Planning Model”). In addition, the “One Core Three Domains Egg Planning Model” (Lin & Huang, 2011) includes a new strategy for archeological preservation and sustainable management. This paper attempts to use the core idea of “Waterfront-Community--Museum” of the Shihsanhang Museum of Archeology to plan the spatial structure of the “Bow and Arrow” design. The “One Core Three Domains Egg Planning Model” is applied to the area theory of the overall plan, as well as to review the development concept and current development conditions. The correlations among the core, scope circle, related circle and industrial living circle are examined. Furthermore, three major findings and five recommendations are proposed. These are based on the planning concept of past, present and future, course of development and current conditions, reconstruction of the museum and surrounding areas, operations strategy, and sustainable financial plan. It is expected that Bali Left Bank, a sustainably beautiful and culturally new town, can be successfully rebuilt with the Shihsanhang Museum of Archeology at its core. |
